INTERNATIONAL A3-9 Party Vote Defies Sharon, And Slows Peace Efforts The Israeli prime minister, Ariel Sharon, suffered an embarrassing defeat within his own Likud Party that will make new diplomacy in the Middle East more difficult, even as he put off a planned offensive into the Gaza Strip. After a bitter debate the central committee of his party defied him, going on record in support of a resolution against ever agreeing to an independent Palestinian state, a move that is bound to anger the Arab world. Mr. Sharon chose not to begin a dangerous offensive in the tightly packed refugee camps of Gaza, but defense officials said the army still intends to go into Gaza. A1 Doubts About Bombing The chief of the Palestinian Authority's intelligence service, Amin al-Hendi, said that a suicide bombing last week in Israel did not appear to be the work of Palestinian terrorists but rather seemed to have been conducted by Israeli criminals against an illegal gambling club.
