Mindful that conflict makes good television, the producers at Cable News Network were delighted when they thought they finally had found a gripping story at what has been a less than suspenseful Democratic National Convention. Into the cramped production truck where CNN officials make the second-by-second calls on how millions see the convention came word Monday night that former Gov. Edmund G. Brown Jr. was at that moment negotiating with advisers to Gov. Bill Clinton over his role at the convention.

It becomes harder and harder for press and television to play any role in Presidential politics that is not utterly contemptible. Eric Sevareid, who died the other day, always seemed more aware of this than most of us, and more uncomfortable about it, and therefore more honorable in some way you couldn't define, but could only feel when he walked into a room. He made you feel better about being in the same business. He was tall, square-shouldered and handsome, not in the cheap Hollywood leading-man style, but in the way that attracts sophisticated women. I once met a mature woman half his age who was not kidding when she said she had wanted to marry Sevareid ever since she had been a 12-year-old listening to his voice on the radio.

PHILLIPS PETROLEUM IN EXPLORATION DEAL WITH ALGERIA

The Phillips Petroleum Company's Algerian subsidiary has signed an agreement with Sonatrach, the state-owned Algerian oil company, to explore for oil and gas on about 1.5 million acres. Exploration is expected to begin in early 1993, pending ratification of the contract by the Algerian Government, Phillips said. Algeria late last year amended its laws to allow foreign companies to take part in joint ventures with Sonatrach. The agreement covers five years, with an option for an additional five. Phillips, based in Bartlesville, Okla., is to invest $67.7 million in seven pilot wells.

S.A.S. PLACES $250 MILLION ORDER WITH McDONNELL

The McDonnell Douglas Corporation said yesterday that S.A.S. had ordered six MD-90's worth about $250 million. The Scandinavian Airlines System has options for six additional MD-90's, McDonnell's next-generation intermediate-range twin jet. The MD-90 will enter service in late 1994. The order represents the first MD-90's purchased for use in Europe, where noise and emission regulations are among the world's strictest, said McDonnell, which is based in St. Louis.

ONE BANCORP FIGHTS INVOLUNTARY BANKRUPTCY PETITION

One Bancorp, a bank holding company with one subsidiary, the Bank of Hartford, filed a voluntary petition yesterday for protection from creditors under Chapter 11 of the Federal Bankruptcy Code. The filing in the Bankruptcy Court in Boston, was in response to an involuntary petition filed in June by three creditors in Bankruptcy Court in Connecticut.

FLORIDA PREPARING SUIT AGAINST SOUTHERN BELL

Florida is preparing a lawsuit against the Southern Bell Telephone and Telegraph Company, contending that it cheated customers out of tens of millions of dollars by billing them for services they did not request. Robert Butterworth, the state's Attorney General, said yesterday that the suit, to be filed in the next few weeks, will also accuse the Atlanta-based utility of shortchanging customers on refunds. The suit will seek damages of at least $14.6 million, he said. The state also intends to join a pending class-action suit that accuses the utility, a unit of the BellSouth Corporation, of charging customers for a repair insurance plan they never ordered, Mr. Butterworth said. That suit, filed three years ago in Federal court in Miami, is seeking damages estimated at $100 million.

National Convenience Stores Inc. is on schedule for filing its bankruptcy reorganization plan in time for a court-imposed deadline of July 31, a company official said yesterday. National Convenience, based in Houston, filed for Federal bankruptcy protection in December.
