LEAD: The Compaq Computer Corporation cut the retail prices of its notebook-sized computers in a bid to make the line more accessible to a wider audience. The Houston-based computer maker said the suggested retail price of its LTE/286 model 40 had been reduced to $4,799, from $4,999, and its LTE/286 model 20 cut to $3,999, from $4,499.
