LEAD: The Goodyear Tire and Rubber Company said it would lay off 140 salaried and hourly workers at its general products plant in New Bedford, Mass., by July 13 in an efficiency move. Ned Kendall, a Goodyear vice president and general manager, said that the plant, which employs about 400 people, try to maintain the company's rapid growth in roofing products, selected graphic products and internal use items.
