Sen (Pastore) subcom opens hearings on Sen Fulbright bill to legislate Cong's right of access to TV; Fulbright says balance in Govt would be effectively destroyed unless Cong could command automatic access to network TV that Pres now has by informal courtesy of broadcasting indus; proposal challenged by networks as invasion of journalistic freedom; Pastore opposes bill but hopes to achieve same goal of wider airing of Cong views through negotiations with network officials; Fulbright says 'communication is power and exclusive access to it is dangerous, unchecked power'; Pastore pledges broad study; Fulbright stresses that focus of his bill is 'institutional, not partisan,' and that he is more concerned about balance among Govt branches than balance of Dem and Repub parties; proposal would also give voice to policy dissenters within Pres' own party; would have effect of designating Cong leaders over Natl Com as primary spokesmen of opposition; Pastore and other subcom members doubt whether Cong has any peculiar right to answer Pres' TV appearances; Fulbright suggests that HR and Sen divide Cong's TV time evenly and that, within respective branches, spokesmen for different issues would emerge naturally and without squabbling; disputed by Pastore and Sen Goodell; Fulbright says his proposal is conscious indictment of TV journalism; network officials charge proposal would make TV simple 'conduit' of Govt policy
