（とくとみ ろか、1868年12月8日（明治元年10月25日） - 1927年〈昭和2年〉9月18日）は、日本の小説家。ベストセラーとなった小説『不如帰』（1899年）や、キリスト教の影響を受けた自然描写作品『自然と人生』（1900年）などで知られる。本名は（とくとみ けんじろう）。思想家・ジャーナリストの徳富蘇峰は兄。ウ冠でなくワ冠を用いる「徳冨」の表記にこだわり、各種の文学事典、文学館、記念公園などはワ冠の「冨」の字を採用している。
同志社中退。思想家の兄、徳富蘇峰創設の民友社に参加。長編小説『不如帰』で文名を得、随筆『自然と人生』で独自の自然文学を結実させた。ほかに『思出の記』（1901年）、『黒潮』（1902年）など。

EUROPE. It is reported that Lord STANLEY and Mr. JOHNSON have agreed upon a protocol for the settlement of the Alabama Claims. It provides for a mixed commission of eight persons, who are to sit at London to investigate all claims for damages, whether of American or English claimants, their decision to be final.

The insurrection in Cuba is not-yet ended. A formidable force of military has been organized to operate against them, and only waits for the rain to cease to commence the movement. At Manati a band of revolutionists attacd a gunboat, but were driven off. They then plunudered and burned the town of Manati. A number of prisoners have been arrestedand brought to Havana.

FIRES YESTERDAY.--At 9 o'clock yesterday morning a fire occurred on the top floor of No. 27 Depeyster-street, Occupied by HENRY ERGER, cigarbox maker. The flames occasioned only slight damage, as they were extinguished by the Police....At 4 P. M. a fire broke out in the rear two-story brick building, No. 323 Delancey-street, occupied by JASCOYLE as a stable and hay-loft.

Thursday night Officer GEARY, of the Eighth Precinct, found a man giving the name of ARTHUR SMITH in the street, in a state of intoxication, and arrested him. The next morning the prisoner was arraigned before Justice LEDWITH, at the Jefferson Market Police Court, and was committed to the prison attached to the Court, in default of the payment of the fine of $10, as required by law.
